I ran Benjamin's solution as well as Alexander's and qt3 did update to the latest binary version, 3.3.3-23. I then tried to update kde to 3.3 and failed with the same error:
I again tried to update qt3 to version 3.3.3-26 and got the same errors at the end:
qInitImages_designercore()
make[3]: *** [../../../lib/libdesignercore.1.0.0.dylib] Error 1
make[2]: *** [sub-designer] Error 2
make[1]: *** [sub-designer] Error 2
make: *** [sub-tools] Error 2
### execution of /var/tmp/tmp.2.g4PGQ0 failed, exit code 2
Failed: compiling qt3-3.2.3-23 failed
I assume that the latest kde version needs the latest qt3 version, 3.3.3-26 and that is not available on Rob Braun's site. I guess I'm still stuck here unless there are any more ideas.
Thanks again

I fixed the /list.sources file as Alexander corrected and then ran the commands that Benjamin suggested below and got this:
You might want to run `apt-get -f install' to correct these:
Sorry, but the following packages have unmet dependencies:
guile: Depends: guile-shlibs (= 1.4-17) but 1.4-27 is to be installed
pilot-link9: Depends: pilot-link9-shlibs (= 0.11.8-1) but 0.11.8-11 is to be installed
qt3: Depends: qt3-shlibs (>= 3.2.3-23) but 3.2.3-13 is to be installed
Depends: qt3-designer (>= 3.2.3-23) but 3.2.3-13 is to be installed
Depends: qt3-linguist (>= 3.2.3-23) but 3.2.3-13 is to be installed
Depends: qt3-doc (>= 3.2.3-23) but 3.2.3-13 is to be installed
xine-ui: Depends: xfree86-base-threaded-shlibs
Depends: xfree86-rootless-threaded-shlibs
E: Unmet dependencies. Try 'apt-get -f install' with no packages (or specify a solution).
Try installing the packages thusly to resolve the issues:
sudo apt-get install guile guile-shlibs
(and so on and so forth)
And you're going to have to get rid of xine-ui completely, since it's not supported for 10.3,
I'm in dependency hell!! Oh well, better have another piece of pumpkin pie....--
Thanks again Alexander! Once again you have created clarity in a sea of fog. I changed the file and will try the update that Benjamin suggested sometime this weekend.
Hope everyone has a great holiday weekend!

Hi Benjamin,
I edited the file and it now looks like:
deb http://fink.opendarwin.org/darwin 10.3/unstable main crypto
deb http://fink.opendarwin.org/darwin 10.3/stable main crypto
According to http://trillian.cc.gatech.edu/pub/fink/fink/ (which is the official site for the unofficial bindist), the lines should be
deb http://fink.opendarwin.org/bbraun 10.3/unstable main crypto
deb http://fink.opendarwin.org/bbraun 10.3/stable main crypto
<snip>
I ran the command and got:
[Brian-OKeefes-Computer:/sw/etc/apt] brianoke% sudo apt-get update; sudo apt-get install qt3
Password:
Err file: local/main Packages
File not found
And this is in the FAQ:
