I ran into the same issues.  Uninstalling libogg built from source and installing the binary package fixed my problems.  A side note, however:  I had to fix the symlink /sw/lib/libogg.dylib to point from libogg0.5.0.dylib (default as set up by the binary package) to libogg0.5.2.dylib.  Not sure which package owns libogg0.5.2.dylib, unless it was held over from the source package.  Regardless, libshout4 built once I did this.

Sorry about that, it seems as though I sent that to David only.

Quick update, I got a little bit further until python22 started to
give me problems, complaining about and error building
"Python/mactoolboxglue.o" but since I didn't have that problem before,
I'm guessing that it was another weirdness in the order I installed
things so another wipe later and I try again. This time I get it to
fail on libshout4 again.

Thinking back on what I did differently between these two attempts,
the source of my problem could be one of the other dependencies that
was compiled when I tried to install gst-plugins. Or it could be the
version of libogg that I had installed.
You see, the previous time I wiped out my fink install I installed the
binary version of libogg (1.1) rather than compile from source.
Whereas this time, and the first time, I compiled from source to get
libogg-1.1.2. So I decided that this would be where I try next, since
it's simpler to do this than to try and discover which of the many
gst-plugins dependencies, if indeed one was a problem.

So after much fiddling with fink trying to get it to forget about the
packages I compiled (which ended up needing me to wipe out the
/sw/fink/10.4-transitional/unstable directory, updating and resyncing)
I installed the binary package and tried libshout4 again.

This time it worked (again). Now I'm back to installing the 218
package dependencies for gst-plugins(-dev).
