It's part of XCode, and may or may not be installed automatically (It
usually was for me). system-xfree86* are true virtual packages, so
you should be able just to use "fink list system-xfree86" and see if
you have
system-xfree86, system-xfree86-shlibs and system-xfree86-dev.
