In general, it's a pretty useless idea to send administrative stuff to a mailing list's main address, since you're sending a message to hundreds or thousands of people who can't help you, and to one or two list admins who can. Better to send it to the administrative address for the lists in question. In this case, however, the admins of this list don't really have direct control over the various agencies that archive messages. -- Alexander K.
