Is this a fink package of "pil", or something you are compiling
manually? If the latter, which package(s) did you install? Libraries
in fink usually have several component packages: libjpeg and
libjpeg-shlibs, for example. Also, did you set and environment
variables or flags to indicate fink library paths? Fink libs are
intentionally *not* in a place that the compiler usually looks: see
