Nope.  It's normal.  These Packages files refer to those that you have
built from source on your system.  With a new Fink installation you
won't

Indeed, after completing the installation, I try to install the
package recode. So I type "recode" in the textfield at the top right
of the FinkCommander window, and the list gets empty.

If you look at  http://pdb.finkproject.org/pdb/package.php/recode

You'll see that recode is in the unstable tree, and your system is not
yet set up to see that.  Packages in the unstable tree must be built
from source and require you to install the Xcode Tools to install
them.
