You're on 10.4, right?  If so check the following:

1)  Verify that /usr/X11R6/include/X11/Xlib.h in fact exists.
2)  See if there is a /usr/include/X11 symbolic link pointing to 
/usr/X11R6/include/X11
3)  Check the config.log file in the tcltk build directory 
(/sw/src/fink.build/tcltk-8.4.13-3/tcltk-8.4.13/config.log) to see what 
command it ran to try to find X11.
