Whether you have the receipt doesn't completly define what is 
installed--Apple's installer can drop files randomly.  Try checking the 
config.log file in the vorbis-tools build directory and see what seems 
to be missing.

By the way, the Xcode version from the installation CD is a bit outdated 
for many Fink packages.
