That's not a Fink-related question, but maybe someone else will know. 

Your issue points to a problem that other users have had, however:  it 
is difficult for Fink to provide packages that interface with externally 
installed entities (like an external TeX) when the developers of those 
entities change the locations of files around capriciously.

If it's a build dependency for some package's documentation, (which it 
looks like in this case) then there's not an automatic method 
implemented.  You can try applying "fink show-deps" on each of the 
packages in your "to be installed" list, though.
