Fink, by design, doesn't do command-line customization of builds,
because it tries to build packages identically on all systems from a
package description file. You're free to make local modifications of
the packages to incorporate options you want, and/or you can ask
Fink's package maintainer for vim about adding them or creating a
variant of the package to provide them.
