As the FAQ entry said, if you're running from the OS X terminal, you
need to set DISPLAY yourself.
As for the xterm, on 10.4 Apple's X11 doesn't process the typical
startup files that Fink uses to set up your environment. You can run
source /sw/bin/init.sh
once your xterm opens up.
You can also change what the X11 Applications menu uses for a
terminal. If you change it to use "xterm -ls" (meaning "login
shell") rather than just "xterm", that means the shell will process
your startup properly.

Assuming you're on OS 10.4 (I don't feel like digging back in the
mail archives to look--you shouldn't assume that we remember what
your system is), then the answer is that you need to start X11
first, cf. http://www.finkproject.org/faq/usage-general.php#no-display
