Let's take an example: The apt mirror list. The total list is

Primary: http://bindist.finkmirrors.net/bindist
asi-JP: http://fink.sodan.ecc.u-tokyo.ac.jp/bindist/bindist
eur-DE: http://bindist.ber.de.eu.finkmirrors.net
eur-NL: http://ams.nl.eu.finkmirrors.net/bindist
nam-US: http://sjc.ca.us.finkmirrors.net/bindist
nam-US: http://msn.wi.us.finkmirrors.net/mirrors/fink/finkbindist/bindist

The rule fink imposes appears to be: If you are European, but not in 
Germany or Holland, then you must choose the primary mirror, which is in 
Cupertino. This is not reasonable. At least the mirrors from the same 
continent should be available.
