This probably means that the X11SDK package hasn't been installed.  
It's available on the Xcode installation media under the Packages  
folder. You may check whether you've installed it or not by running  
the following command on a Terminal window:

pkgutil --pkgs | grep X11SDK

If you do have it installed then the command above should output

com.apple.pkg.X11SDKLeo
