Probably not.  What's generally more relevant is the OS version.

When you said "trying to install the binary", did this mean that you
downloaded the binary and put it in
/sw/fink/dists/stable/main/binary-darwin-i386/text/ ?  What I've found
by searching is that this error is associated with partial .deb files,
and yours looks like it's not the right size:

$ ls -lh
/sw/fink.old/10.4/unstable/main/binary-darwin-i386/text/tetex-texmf_3.0-2_darwin-i386.deb

- -rw-r--r-- 2 root admin 142M 2009-06-03 14:21
/sw/fink.old/10.4/unstable/main/binary-darwin-i386/text/tetex-texmf_3.0-2_darwin-i386.deb

I'd suggest "fink rebuild tetex-texmf; fink install tetex-texmf".
