A URL would be helpful.  If you're referring to

http://pdb.finkproject.org/pdb/package.php/cpan-meta-yaml-pm

note that OS 10.4 is not supported any more by the project at all.
_No_ packages have a 10.4 entry.  I'm assuming that you're on 10.4
based on the "586"s.

If you downloaded cpan-meta-yaml-pm.info from the above page, that has
to be placed somewhere in your Fink tree for Fink to see it.
/sw/fink/dists/local/main/finkinfo is normally a good place.

(It's Meta::YAML)

Your problem is due to the fact that the EOL'ed 10.4 distribution has
been receiving updates, but this one got missed.  cc'ing the keeper of
10.4-EOL.
