Did you check the config.log file in the dpkg-bootstrap build directory?

/sw/src/fink.build/dpkg-bootstrap-1.10.21-1218/dpkg-1.10.21/config.log

That's where there is going to be the information we need to help solve 
your problem.  Look in that file for "Checking for C compiler default 
output file name" and see what is being run and what the error message is.
