1) Your issue is with gcc46, not pgplot.
2) What to do is mentioned in the text you quoted
"Please move aside /usr/local and try again". Temporarily move
/usr/local, e.g. via "sudo mv /usr/local /usr/local.moved" until you're
done with your Fink builds. It is essentially impossible to keep builds
on OS X from finding and using libraries in /usr/local.
