I disagree. Neither xcircuit nor xcircuit-testing needs TeX.  ngspice
appears to use it to build its documentation, and this is a known issue.

The package you _eventually_ want never matters in a bug report.  The
important one is _whatever actually failed_, because that's what has to
be updated.
