For now, you can grab the relevant git branch of the fink code:

https://github.com/fink/fink/tree/Futureproof2

The "Download ZIP" button will suffice to bring you an archive that you 
can bootstrap from.

A real release should follow shortly, and a selfupdate will update you 
to that automatically.
