10.6 isn't supported by the project any more. The lack of system-java-dev normally indicates that there isn't a Java SDK (or JDK) installed, or that possibly you have a newer or older one than your Fink version knows what to do with. The outputs from "fink-virtual-pkgs --debug"--just the section where Java is mentioned. It's near the beginning of the output.
