10.6 isn't supported by the project any more.

The lack of system-java-dev normally indicates that there isn't a Java 
SDK (or JDK) installed, or that possibly you have a newer or older one 
than your Fink version knows what to do with.

The outputs from "fink-virtual-pkgs --debug"--just the section where 
Java is mentioned.  It's near the beginning of the output.  I have (I'm 
on 10.9 so your results will be different):

$ fink-virtual-pkgs --debug

The output from "/usr/libexec/java_home -V" will also be useful.

Also, the output from "fink -V", since I'm pretty sure that we did an 
update to handle older Javas on 10.6.
