fink-0.37.1 was released a week ago and fixes this problem. 
Fortunately, because apt is really an optional package for our purposes, 
you can update to fink-0.37.1 from your existing setup and then install 
apt:

1) Go ahead and set up your Fink environment by running

/sw/bin/pathsetup.sh

in a terminal window.

2) Open a new terminal window and in that run

fink selfupdate

then choose "rsync" or "cvs".  Do _not_ choose "point release" because 
that method doesn't currently allow you to apply any further updates.

This should install fink-0.37.1 as well as installing package 
descriptions.

3) Use

fink install apt

to install apt.
