As noted above:

'In order for this package to be "installed", you must have /usr/bin/gcc 
and /usr/bin/make available on your system.'

In fact, the dev-tools virtual package only checks for the executability 
of those files.  What do you get from running

ls -l /usr/bin/gcc /usr/bin/make

in a terminal?
