The definition of essential is not at all based on how many packages 
need it. It is based on whether the package is essential for Fink to 
work or not.

tar, bzip2, gzip, dpkg, base-files etc. are all essential to Fink 
since they are required to uncompress tar balls and then building the 
binary packages. Without them, Fink couldn't work (OK, for tar and 
gzip there are system version supplied, but we don't want to relay on 
them alone). Hence they are essential.

You can still build packages without texinfo, though.
