But then the InfoDocs for gzip, tar, gettext won't be installed during bootstrap, they would only be installed if the user later on does a "fink reinstall gzip gettext tar".

Of course we then could extend this, adding an else and checking in the boostrap dir, too, but overall, this feels a bit clumsy... that said, it might still be preferable over the symlink hack I mentioned
