Asari Takashi is only _one_ of the Tutors that take care of the submission and package creation Process at the University of Tokio. He might not always be able to answer requests, thus they created a catch-all account.
This is just similar to fink-gnome, fink-kde. fink-core and so on.. I apologise for failing to explain this. My bad, sorry.
