merge -dev splitoffs into main package; they didn't make much sense in the first place. I was just trying to make fink be debian, and it's not.

UHHH this is not such a hot idea _at_ all. What about all the packages that depend on the -dev splitoff which now no longer present?
Or am I getting somethign wrong ?
