I'm on the current version of OS X. I thought this
version of OS X upgraded GCC to a newer version. To
resolve this dependency, do I have to revert back to
GCC3.1?

Some programs packaged via fink still require the older version of gcc to compile. Unfortunately, Apple stopped making gcc3.1 a default part of your XCode installation: to get gcc3.1, you have to do a "custom" install of XCode and explicitly select gcc3.1 as one of the things to be installed.

Go back to your XCode disk or .dmg and install again with the "custom" selection of gcc3.1 and you'll be all set.
