Fink does not use debian tools for source packages or compiling. We
have a custom-written program ("fink") that uses its own package
descriptor (.info) file format, which is rather remiscent of an RPM
.spec file. It's pretty easy to write a simple package, and there's a
lot of fancy features for more complex ones.

In the "Documentation" section of the fink website is a Packaging
Tutorial, which walks through construction of a .info file for a
sample program. There's also the comprehensive Packaging Manual, which
contains policies, a description of how fink builds a package from
source using the .info file, and complete syntax of that file.
