Often, one can use the Replaces field to smooth the upgrade when a
file jumps from one package to another. If files moved from foo to
foo-dev starting in {foo,foo-dev}-2.1.1-1, having foo-dev:
Replaces: foo (<< 2.1.1-1)
should allow the foo-dev with the new layout to be installed when one
has the foo from the old layout installed.
