I can't imagine how the latter could be directly relevant because it
only affects the source tarballs, not packages--I'd assume it also
runs "fink index"

It's a separate project; somebody from Fink may have the authority to
generate a new release, but I'm not sure who.

The Fink Commander maintainers?  Nobody's really been working full
time on it for a while.  It was originally a completely separate
project from Fink, and was bundled with Fink releases once a certain
level of maturity was achieved.  Unfortunately the fink tool has
evolved, while Fink Commander hasn't.
