I don't know anything about binary distributions; but from vague  
memories
of past readings, isn't it true that there are already some "informal"
such (at least partial) distributions _ (Todai ?, Mommsen ?, others ?).
Some of them might have a aim at being more or less complete; and
obviously some (Todai?)  would have a strong support team
and resources behind..
I would think that if they could organise a clear motto among  
themselves,
and pool resources, they could also draw on fink's resources, (an area
of their own _ or inside the fink tree _ on sourceforge, etc), and  
that the
endeavour might be "blessed" as part of the fink project, as long as it
meets quality asurances like you mention above.
