I just rebuilt gtk+2 with fink's librsvg2/librsvg2-shlibs installed and do not see any linking from any file installed by gtk+2/gtk+2-shlibs to librsvg2-shlibs. What I do see is that librsvg2-gtk (which, as Martin notes, must sit on top of gtk+2 in the dependencies) supplies gtk+2 plugins to handle rsvg files.
