Your assumption is incorrect:
$ fink show-deps openssl097-dev
Information about 9030 packages read in 1 seconds.
Package: openssl097-dev (0.9.7m-5)
To install the compiled package...
The following other packages (and their dependencies) must be installed:
openssl097-shlibs (= 0.9.7m-5)
...
The issue is that the version of openssl-097-dev _currently_ on your
system is 0.9.7m-1 and _that_ is the one that is complaining, not the
one that is to be installed. This is a not uncommon issue when updating
a -shlibs package.
A workaround is to remove openssl097-dev (or in general, whatever -dev
is complaining)
