I reiterate my point above.

It's no big deal to cc the maintainer along with -devel, even if the
effect is "Hey, by the way, I moved your package over to stable," and if
something breaks (e.g. due to a missing versioned dependency in stable,
which is easy to overlook), they aren't suddenly caught off guard.
