On MacOSX 10.3 ("Panther") for which the package was made, this "bug" 
did not lead to an error; it gave a compatibility version of 0.1.2, as 
you still can see if you check out the precompiled Fink package 
libpng3-shlibs_1.2.5-2_darwin-powerpc.deb from the 0.7.1 binary 
distribution.

The "bug" did not exist in the original Makefile.darwin as submitted to 
libpng by Fink's father Christoph Pfisterer in 2001. There, the 
compatibility_version was set to $(PNGMIN), not $(PNGVER).

It does not exist in contemporary versions of the libpng3 package 
either, where the compatibility_version is now hard-coded to 0 or 3.

If you really, for some odd reason, want to make the Fink distribution 
0.7.1 from 2004 (which even for Panther was superseded by 0.7.2 in early 
2005) work for building from source on MacOSX 10.5, you will certainly 
encounter a lot more difficult problems. But you cannot seriously expect 
  anyone else to "fix" these problems.

How did you get this old Fink distribution, anyway? Did you find it on 
an old computer? AFAICT it is not accessible on sourceforge anymore.

http://bindist.finkmirrors.net/bindist/dists/fink-0.7.1/
The package is in main/binary-darwin-powerpc/graphics/
