Also, to make users happier, we now prefer that upgrade placeholder
splitoffs carry a RuntimeDepends: fink-obsolete-packages [which in turn
requires BuildDepends: fink (>= 0.32) in the main package], so that when
people build a _new_ package they don't immediately have
"fink-obsolete-packages" get installed.
