It should, but this doesn't always guarantee that a package builds. We
have seen similar behavior recently on quite a few packages. A
convenience symlink which is _not_ added by Xquartz is /usr/include/X11
-> /usr/X11/include/X11, and packages still rely on it to find X11
headers even though it has been deprecated for a while.
