The plans are as always:  maintainers can update their packages as their 
volunteer schedules permit, which is the whole point of our shared library 
policy.

I _might_ have time to do netcdf-c7 soon.  On the other hand, since Octave 
takes forever for me to build-test and I’d rather not have different Octave 
versions using different HDF5 to make maintenance easier, it will take longer.
