Actually, I see the same behavior on 10.9 with $LANG being unset in
the PatchScript...

Are both your 10.9 and 10.0 machines completely up to date with 'fink
update-all'? If your 10.9 machine isn't current, please capture the
fink list before updating it in case that helpd pinpoint a triggering
package change.
