Maybe I'm being a bit dense here, but how does Wine plus a processor 
emulator differ from something like Virtual PC? (disregarding costs)

 From what I know about Wine (Wine is not an emulator), it doesn't 
really emulate  everything, it just provides the APIs to Windows 
program to allow them run. So, if Wine were to be ported to PPC, 
wouldn't you have to write a total emulator just to allow these APIs 
to run - in other words, Virtual PC.
