I've just run a build of emacs21, and it looks like Xaw3d is ignored:

...
checking for X11/Xaw3d/Scrollbar.h... no
...
Where do we find X Windows header files?
/sw/src/emacs21-21.2-3/emacs-21.2/xinc
Where do we find X Windows libraries?
/sw/src/emacs21-21.2-3/emacs-21.2/xlibs
  Does Emacs use -lXaw3d? no
  Does Emacs use -lXpm? yes
  Does Emacs use -ljpeg? yes
  Does Emacs use -ltiff? yes
  Does Emacs use -lungif? no
  Does Emacs use -lpng? yes
Does Emacs use X toolkit scroll bars? no

I've verified that my widgets are old-style too. I guess this is a
'didn't work for me, either' response.
