The GNU emacs that ships with OS X (at least as of 10.1.5) is version 20.7, but color syntax highlighting in terminals wasn't introduced until version 21. If you use connect to another Unix box (i.e. through ssh) and run emacs 21 you can get color, so terminal.app is apparently capable. It might be possible to compile GNU emacs 21 or xemacs on darwin, although I haven't tried.
