I don't know whether this will help, but I've been playing with 
making a package for xotcl, which is a more up to date version of 
MIT's Otcl. It has a bunch more stuff in it, but I think the 
underlying syntax is very similar.

I will submit the package files to the package tracker on sourceforge 
shortly and send you an email with a pointer.

If you're still interested in MIT Otcl, I've found that tcl/tk 
extensions often look for a tcl source tree "nearby". So, you might 
try unpacking and configuring the tcl source and the otcl source in 
the same directory .. that is:

my-packages-dir/
        tcl-8.3.4/
        otcl-1.0a8/

(my-packages-dir could be /sw/src, but then you'll need to change 
permissions or be root)

Even though you've installed the fink tcltk package, you'll need to 
at least run configure in the tcl-8.3.4 directory above.

Maybe that'll get you started,
