Oops.  My mistake.  No, actually it was the July Dev Tools (OS 10.2) that I
installed first and then the update (August Dev update) and not August and
then September.  Sorry about the confusion.

It was suggested on the darwin-development list to delete /Developer,
/usr/include/gcc, /usr/lib/gcc, /usr/libexec/gcc and then reinstalling the
10.2 Dev Tools.  I'm going to give this a try.  It's unfortunate that
there's not a easier way to do this.  (Thanks Apple!)  The other options
suggested are to back everything up, reformat, reinstall.  Pity.  I'm
feeling that Apple is becoming more and more like MS.
