The can charge for it if they want... First, X's license is not GPL/LGPL, it's essentially a BSD-ish license. Second, "open source" only covers distribution, not charging. So it's perfectly legal to charge for a GPL program, but if you sell it to someone, you are also required to be able to give the source to that person too.
