I ran fink selfupdate-cvs this morning; I use the unstable trees.

During the libpng check, I got three "/usr/bin/otool: can't open file:
<file> (No such file or directory)" complaints, one each for
libmysqlclient.dylib, libpoll.1.1.dylib, and libpoll.1.2.dylib. These
may preemptively answer the your question(s):

I updated to Jaguar from 10.1.5 maybe a month or so ago.
Then fix-fink told me that "some of [my] packages were linked against an
outdated version of libpng," but gave me an empty list.
I got the same three otool complaints during the libSystem check, and
then a message indicating "[my] dynamic libraries are OK."
Lastly, and definitely leastly, a nit, pointed out solely for the sake
of completeness: fix-fink still says "Welcome to fix-fink version 1.0."
