I think http://www.nicemice.net/par/ might be it.

This probably belongs on the Package Requests tracker on the Fink
website. If you can include a URL for a webpage or other ref for a
given package, that would be quiet helpful.

Check out 'fmt' (in /usr/bin, comes with OS X).
