I can get into a shell by doing File -> New Command when Terminal.app is in the foreground, then running /bin/tcsh and checking the box "Run command inside a shell" though this is a cumbersome workaround.

YOu somehow managed to store pathsetup.command as default command in the Terminal.app Preferences. You might be able to get rid of it by changing the Terminal->Preferences back to "Execute the default the login shell". Or else trash the preferences file ~/Library/Preferences/com.apple.Terminal.plist or edit it and remove the string '/sw/bin/pathsetup.command' from it.
