I did a fink-selfupdate this morning, and there was a very large list of stuff to update, and the compiling went on for some time and eventually finished successfully. I did another selfupdate this afternoon, and I could see many new .info file coming across.

After rsync was finished, I did a "fink list -o", but it found no packages that needed updating. On a whim, I did a "fink index", and then repeated the "fink list -o". Now there are 68 packages that need updating. Why did was the output of "fink list -o" incorrect until I manually did a "fink index"?
