perhaps a binary install might solve your problems (assuming you installed from source), I also see on the fink website a suggestion to only use the binary packages with panther until the source packages can be upgraded
have you installed xmms-bin and xmms-shlib as well as xmms?
Also the .xmms/Plugins folder is for additional plugins such as the dancing baby so should be empty on first install
